Yes and no, if I am working with an existing client who moves out of state there is some latitude but it's best to have the application authorized in the state where the agent is licensed.

Yes, they do. They don't need to live in your state, but they do need to be licensed there. It's very common for life insurance agents to be a resident producer in their state, and then have one or several non-resident licenses.

Yes. However, an agent does not have to live in the same state as you, but they generally must be licensed in the state where they are selling the insurance to you.
